Convenience voting begins Feb. 15; remember to vote!
THE WOODLANDS, TEXAS (February 4, 2010) – The February 2010 Residential Design Review Committee and Village Association election process is underway for more than 100 village leadership positions. The election will be held on Saturday, February 20, with convenience voting beginning February 15. Voting is open to residents and property owners age 18 and over in the villages of Alden Bridge, Cochran’s Crossing, College Park (neighborhoods of Harper’s Landing, Grogan’s Forest and Windsor Hills), Creekside Park, Grogan’s Mill, Indian Springs, Panther Creek and Sterling Ridge.

Plan to vote!
New this year, all voting for the Residential Design Review Committees and Village Associations will take place at The Woodlands Township Service Center (formerly the Community Associations Building) located at 2201 Lake Woodlands Drive.

Convenience voting: Monday, February 15, through Friday, February 19, from 9 a.m. to 5 p.m.

Election Day: Saturday, February 20, from 8 a.m. to 6 p.m.

Teen talent show set for Saturday, March 6
THE WOODLANDS, TEXAS (February 4, 2010) – Don’t miss your chance to catch one of the most exciting teen events in The Woodlands! The Woodlands Township presents the seventh annual In the Spotlight Teen Talent Show to take place Saturday, March 6, from 6:30 to 9 p.m., at The Lodge at Rob Fleming Park, 6055 Creekside Forest Drive.

The competition will be judged by a panel of celebrity judges on the abilities of each contestant/group, according to overall appeal, showmanship, interaction with the audience and overall talent. Awards categories may consist of, but will not be limited to, the best band performance, best vocal performance, best musical performance and best band performance. A $300 prize will go to the top winner. Additional prizes will be given to all category finalists.

Township honors contributions of Cynthia Woods Mitchell
THE WOODLANDS, TEXAS (January 27, 2010) – The Woodlands Township Board of Directors recognized the contributions of Cynthia Woods Mitchell at its recent board meeting and approved a proclamation to declare Thursday, April 29, 2010, as Cynthia Woods Mitchell Day.

Mrs. Mitchell, who was instrumental in giving The Woodlands its name, was a patron of the arts who envisioned The Woodlands as having a place where everyone, not just the elite, could enjoy symphonies, operas and ballets. This dream became The Cynthia Woods Mitchell Pavilion.

George Mitchell, founder of The Woodlands and husband to Cynthia Woods Mitchell, accepted the honor on behalf of his wife, who passed away December 27, 2009.

On its regular agenda, The Woodlands Township Board of Directors:

•Received a report from the Montgomery County Sheriff’s Office;

•Received reports from Village Association representatives;

•Approved the minutes from the December 16, 2009, Special Meeting of the Board of Directors of The Woodlands Township;

•Accepted the Hotel Occupancy Tax 2008 Agreed Upon Procedures Report;

•Accepted the Convention Center Booking and Blocking Compliance Report for fiscal year 2008;

•Ratified the Investment Committee recommendation to place a 12-month $3 million certificate of deposit with Encore Bank;

•Received a presentation of key issues for The Woodlands Township Board of Directors for the 2010 calendar year;

•Received a presentation regarding the proposed 2010 bond issuance matters;

•Approved a recommendation from the Executive Committee for an amendment to the 2010 capital budget totaling $1,196,079;

•Approved a recommendation from the Executive Committee to award the bid for replacing 34 doors and related hardware at Bear Branch Park, Cranebrook Park, Falconwing Park, Forestgate Park, Ridgewood Park, Sawmill Park, Shadowbend Park and Windvale Park to Montgomery Door and Hardware for $112,760;

•Approved a recommendation from the Project Planning and Development Committee regarding the 2010 Parks and Recreation capital projects schedules and budgets as submitted and authorized the President to approve all invoices, progress payments, draws and reimbursements in connection therewith;

•Adopted the 2010 operating schedule of the community pools for The Woodlands Township;

•Approved policy to administer exclusive sponsorships for Parks and Recreation Department events;

•Approved a recommendation from the Water Taxi Ad Hoc Committee to operate the water taxi system through a grant/operating agreement with Brazos Transit and to continue working with The Goodman Corporation to develop the final agreements for consideration by The Woodlands Township Board of Directors;

•Authorized the Chairman of the Board of Directors to make appointments to The Woodlands Township Law Enforcement Advisory Council;

•Approved a recommendation from the Executive Committee regarding the contract with The Goodman Corporation for transportation services in 2010, not to exceed $100,000, and to authorize the President/General Manager to execute the contract;

•Approved amending the title of President to President/General Manager;

•Approved and authorized the President of the Township to execute a Joint Election Agreement with Montgomery County, Texas;

•Approved and authorized the President of the Township to execute an Election Services Agreement with Montgomery County, Texas;

•Approved and authorized the President of the Township to execute an agreement with Election Systems & Software, Inc., for the rental of electronic voting systems;

•Authorized the Township’s President and attorneys to submit an election pre-clearance request to the United States Department of Justice, if necessary;

•Approved the recommendation from the Executive Committee to designate four positions for the upcoming election as 1, 2, 3, and 4;

•Approved the recommendation from the Executive Committee to amend the agreement with The Strong Firm for legal services rendered in connection with the transition;

•Received a quarterly update from The Woodlands Convention and Visitors Bureau;

•Approved a request to post the Board of Directors voting results for each meeting on The Woodlands Township’s Web site;

•Failed to approve a motion for the Board of Directors to consider evening meetings;

•Received administrative reports from Community Services, Community Policing, The Woodlands Fire Department and The Woodlands Convention and Visitors Bureau;

In addition to its regular meeting, the Board of Directors listened to supplemental agenda items, in which the Board:

•Approved the Board of Director’s election to be held on May 8, 2010, and determined the procedure for giving notice of the election;

•Approved the appointment of an agent for the Township in connection with the Board of Director’s election; and

•Approved the compensation for election officials to be $10/hour.

Woodlands Township provides information on crime prevention with Watch Talk Wednesdays series
THE WOODLANDS, TEXAS (January 12, 2010) – Information about ways residents can work together with law enforcement to reduce crime is the focus of an exciting new program coordinated by The Woodlands Township, Watch Talk Wednesdays. Open to all residents of The Woodlands, Watch Talk Wednesdays are held on the fourth Wednesday of each month, from noon to 1 p.m., in The Woodlands Township Service Center located at 2201 Lake Woodlands Drive.

The first Watch Talk Wednesday is scheduled for February 24. Representatives from the Montgomery County Sheriff’s Office and the Harris County Precinct 4 Constable’s Office will review community policing in The Woodlands and how it impacts residents. Residents are encouraged to bring their neighbors, friends, a brown bag lunch and lots of questions.

“We understand that residents want more information about law enforcement and crime prevention,” noted John Raybon, Neighborhood Services Manager for The Woodlands Township. “The Watch Talk Wednesday series provides a way for residents and law enforcement to come together. Law enforcement personnel can provide information, and equally important, residents can ask questions about issues that concern them.”

Future Watch Talk Wednesday subjects will include the best ways to secure windows and doors, how landscaping and lighting can deter crime, and tips on personal safety.

The Watch Talk Wednesday series is part of The Woodlands Watch, which is coordinated by Neighborhood Services. The Watch program is designed to empower residents to reduce crime in their neighborhoods through crime prevention practices and resources. More than 230 subdivisions in The Woodlands currently have an active Watch program.

Earth Day applications accepted now
THE WOODLANDS, TEXAS (January 22, 2010) – Organizers of the 20th anniversary of The Woodlands Earth Day Festival are accepting applications from sponsors, exhibitors and volunteers to participate in the region’s premier environmental event, slated for Saturday, April 10, 2010.

Applications will be accepted through February 15, from eco-friendly businesses, non-profits and agencies with environmental messages to share. Space at the event is limited. Exhibitors with interactive educational displays will receive preference.

Donating their time and talents, volunteers are involved in every aspect of the event from advance preparation to hosting activities.

“Volunteers really make Earth Day happen! The Woodlands’ Festival is the longest running Earth Day event in the Houston area. Service clubs, schools, scouts, businesses and individuals pull together and do a fabulous job,” said Lynne Aldrich, manager of Environmental Services.

Free compost class on February 6
Compost Class
THE WOODLANDS, TEXAS (January 22, 2010) – Woodlands residents can learn how to compost their leaves, grass clippings, kitchen waste and other organic materials at a free composting class offered by The Woodlands Township.

The next class is scheduled for Saturday, February 6, from 11 a.m. to noon. The outdoor class is held at the Parks, Recreation and Environmental Services site, 8203 Millennium Forest Drive. Reservations are not required.

Attendees receive free kitchen scrap buckets, rain gauges, instructional and resource materials and have an opportunity to win a compost bin as well as other prizes.

Free nature lecture features bees
Kim Peoples Bacon
Kim Peoples Bacon, research scientist and founder of Texas Bee Watchers, based in Austin, reveals the fascinating world of native Texas bees and the appeal of gardening for pollinators at the free program.

According to Mrs. Bacon, bees are the number one animal pollinator of food crops, wildflowers and ornamental plants. Planting to attract pollinators is a growing trend in gardening. With moderate winters, The Woodlands area provides a home for bees almost year-round, she said.

Native bees are not well-known, Mrs. Bacon notes. “Unlike birds and butterflies, they are small, fast flyers and sometimes hard to see,” she said.

A group of citizen scientists, Texas Bee Watchers observe the activities of native bees, identify local species, note plants that attract them and develop pollinator gardens.

Mrs. Bacon shares her enthusiasm for native bees and bee-friendly gardens on Thursday, February 11, at 7:30 p.m. in the L.G.I. Lecture Hall at McCullough Jr. High School, 3800 S. Panther Creek Drive. The Woodlands Township to hold Town Hall Meeting
THE WOODLANDS, TEXAS (January 14, 2010) – The Woodlands Township Board of Directors will hold a Town Hall Meeting from 7 to 9 p.m. on Wednesday, January 27, 2010 at The Woodlands Waterway Marriott Hotel and Convention Center. The Woodlands Township holds Executive Committee Meeting
THE WOODLANDS, TEXAS (January 20, 2010) – The Woodlands Township Board of Directors held an Executive Committee meeting today to review the agenda items listed below and make recommendations to the full Board of Directors at their upcoming meeting.

During the meeting, the Executive Committee:

• Received a report on tax revenue.

• Made a motion to recommend that the Board of Directors approve an amendment to the 2010 budget in the amount of $1,196,079 in connection with capital project carryover from The Community Associations of The Woodlands. The purpose of the budget amendment is to transfer capital projects originally planned for 2009 but not completed by year end to the 2010 capital budget. The funding for those projects will be transferred from the Community Associations to The Woodlands Township.

• Made a motion to recommend that the Board of Directors award a bid to Montgomery Door and Hardware in the amount of $112,760 regarding doors to the community pools of The Woodlands Township.

• Made a motion to recommend that the Board of Directors approve a contract with The Goodman Corporation for transportation consulting services for the 2010 calendar year in an amount not to exceed $100,000.

• Made a motion to recommend that the Board of Directors amend an agreement with The Strong Firm for transition services related to the transfer and recording of real property and contract assignments and other transition matters.

• Made a motion to recommend that the Board of Directors designate four positions in the May 2010 Board of Director election as positions 1, 2, 3 and 4.

Township implements egret and heron relocation program
THE WOODLANDS, TEXAS (January 22, 2010) – In consultation with the United States Department of Agriculture, The Woodlands Township has implemented an egret and heron relocation program in the Wedgewood Forest area.

Egrets and herons are returning to the neighborhood. In 2009, a colony, or rookery, grew to more than 100 nests with an estimated 500 birds. Noise and odor from droppings and fallen nestlings were a nuisance and posed a health concern.

As birds return, a combination of low-impact methods in a highly randomized pattern is being used to make the area undesirable for the birds to nest. Air horns, screamers, laser lights and water may be used to discourage nesting in the residential neighborhood. Some noise is unavoidable.

If birds lay eggs, dissuasion efforts must stop. Protected by the Federal Migratory Bird Treaty Act, nesting birds, their young, eggs and active nests cannot be disturbed in any way under penalty of law.

While it is hoped that the colony-nesters will choose a more appropriate site, no one can predict where the birds will go. Residents are encouraged to monitor their trees. Birds are most sensitive when seeking a new nesting site. Loud noise, light and motion encourage them to look elsewhere.

The Woodlands Fire Department holds Open Forum on Fire Stations #7 and #8
THE WOODLANDS, Texas (January 13, 2010) – The Woodlands Fire Department held an Open Forum Presentation on new Fire Stations #7 and #8 at The Woodlands Township Service Center at 2201 Lake Woodlands Drive (formerly the Community Associations of The Woodlands building.)

The voters of The Woodlands Township overwhelmingly approved a bond proposition in November 2009 to fund two new fire stations and reconstruct the 30-year old Central Fire Station. The $17.335 million in funding approved by the proposition allows for the construction of two new fire stations (#7 & #8) to service the Villages of Indian Springs and Creekside Park and the reconstruction of Central Fire State on Grogan’s Mill Road. The funding will also be used to purchase equipment for these stations and to pay any Emergency Service District (ESD) debt allocable to The Woodlands Township upon removal of Township territory from the overlapping taxing jurisdiction of the ESD.

The new stations will achieve a community standard of five minute average response time, according to Fire Chief Alan Benson. “With these stations, this will provide equal level of service to all residents in The Woodlands Township,” he said. “As The Woodlands continues to grow, we must provide sufficient fire and rescue services for the expanding areas while maintain our community’s ISO 2 rating.”

Fire Station #7 is proposed to be located off Kuykendahl Road in Creekside Park and will serve East and West coverage of Creekside Park and parts of Indian Springs. Construction is expected to start in July 2010 and the building is expected to be occupied by July 2011. Fire Station #8, proposed to be located on the east side of Gosling in Montgomery County, will service Indian Springs, Panther Creek and Creekside Park areas. Construction is expected to start January 2011 and expected to be occupied in January 2012.

Station #7 will feature a fire engine, rescue boat, brush pumper, four firefighters 24 hours a day seven days a week, and a co-located EMS unit. Station #8 will feature a ladder truck and four firefighters 24 hours a day seven days a week.

The Woodlands Fire Department was officially classified as Public Protection Class 2, commonly referred to as ISO 2, according to the Insurance Services Office and the Texas Department of Insurance in June 2009. Upon announcement of the new ISO rating, Chief Benson told The Woodlands Fire Department’s Board of Directors, “Through your support, leadership and commitment, you have provided our residents with superior emergency services and an excellent quality of life. There are only 0.1 percent of the nation’s fire departments that are rated ISO 1 (using a 10-point scale with 1 being the best) and only 0.7 percent rated ISO 2.”

The Woodlands had stood at a Class 3 rating for approximately five years. Since 2003, The Woodlands Fire Department, along with the support of its Board of Directors, had worked to improve the classification from a 4 to a 2, which saves residents money and increases the overall service delivery of the department.

The evaluation process to achieve this rating was rigorous and time-consuming. It included evaluation of capabilities, staffing and resources of the fire department, 911 communications related to the fire service, and water systems and capabilities to assist in fire protection for the community.

Homeowner insurance companies were notified in June 2009 of this change in rating. It is approximated that a homeowner’s premium may reduce in cost by six to eight percent, depending on the insurance company, however each insurance company varies as to the percentage of decrease due to this new rating. Fire Department to give presentation on new stations
THE WOODLANDS, TEXAS (January 5, 2010) – The Woodlands Fire Department will give an Open Forum Presentation about two new fire stations slated for construction to serve The Woodlands Township. The public is invited to attend on Wednesday, January 13, at 6 p.m. at The Woodlands Township Service Center, 2201 Lake Woodlands Drive.

Township President Don Norrell, Fire Chief Alan Benson and Carl Joiner of Joiner Partnership will present information about Fire Station #7 which will serve the village of Creekside Park, and Fire Station #8 which will serve the villages of Indian Springs and Panther Creek.

“This is a great opportunity for us to unveil the anticipated new fire stations to the residents of the neighborhoods which we will be serving,” said Chief Benson. “We are excited to have this forum to provide the public with pertinent information regarding the new stations being built in The Woodlands.”

Both fire stations will be funded through bond proceeds approved by the voters on November 3, 2009. The total cost for each fully functional station is estimated at $3.7 million.

11th Annual Daddy-Daughter Dinner Dance registration continues
THE WOODLANDS, TEXAS (January 8, 2010) – Fathers, treat your daughter to an evening of dinner, dancing, games and giveaways at the Daddy-Daughter Dinner Dance. The dance is scheduled for Saturday, February 13, 2010, from 6:30 to 9 p.m., at The Woodlands Resort and Conference Center in The Woodlands Ballroom.

Before Sunday, January 17, the fee to register is $100/pair; $40/additional sibling. Beginning Monday, January 18, the fee to register is $110/pair; $45/additional sibling. A limited number of tables for 10 can be reserved for an additional fee.

Race registrations now open
THE WOODLANDS, TEXAS (January 12, 2010) – The Woodlands Township Parks and Recreation Department is now accepting registrations for the fourth annual Spring Fever 5K, third annual Muddy Trails 5K/10K and seventh annual CB&I TRI - The Woodlands.

The annual Spring Fever 5K co-produced with Grogan’s Point Charitable Giving Foundation is set for March 6, 2010, at Grogan’s Point Park. All proceeds will benefit the following 501(c) 3 organizations: Montgomery County Youth Services, Montgomery County Women’s Center, Montgomery County Humane Society and The Woodlands Township recreation programming. The race will kick off with the Kid’s Fun Run set to start at 8 a.m. followed by a USA Track and Field sanctioned, timed 5K at 8:30 a.m. A Post-Race Awards Party will conclude the event in Grogan’s Point Park.

The events attract runners and walkers of all ages with its flat, tree-lined course that starts and finishes in front of Grogan’s Point Park. All of the children will receive a finisher’s medal, and individual awards will be presented for the top female and male finishers, top female and male masters (40 and older) and the top three male and female in eight different age categories. The post-race family event will include the awards ceremony, music, food, drinks and some vendor expos.

Pre-registration is strongly recommended. Walk-in registration will be accepted at Luke’s Locker in Market Street and The Woodlands Recreation Center, 5310 Research Forest Drive. The following locations will have applications: Memorial Hermann Sports Medicine, and the Shadowbend and Branch Crossing YMCAs.

The third annual Muddy Trails Bash, set for April 3, 2010, at Rob Fleming Park will include the 5K race, a “new” 10 K race and “new” Little Muddy Kid’s Fun Run. The races begin with Little Muddy starting at 5 p.m. and sanctioned USA Track and Field 5K and 10K races following right after. The 5K and 10K events wind through the wooded trails of the George Mitchell Nature Preserve. This event is produced in conjunction with the Muddy Bowl crawfish cook-off and includes live Zydeco music and a post race party for all. All proceeds will benefit recreation programming for The Woodlands Township.

The seventh annual CB&I TRI - The Woodlands, the premier sprint distance USA Triathlon sanctioned race at Northshore Park is set for May 1, 2010. Registration for this event is only conducted online and will be limited to 1000 participants. This race has sold out the previous five years and has quickly become a participant favorite. The 500-meter swim, 15-mile bike and 5K run traverses through the scenic community of The Woodlands and Town Center.

Selecting and caring for urban trees

THE WOODLANDS, TEXAS (January 11, 2010) – John Ross, certified forester and arborist is the featured speaker at the Walk in Woods Nature Lecture, The Natives Are Restless: Tree Care and Health, on Thursday, January 14, at 7:30 p.m. at L.G.I. Lecture Hall at McCullough Jr. High School, 3800 S. Panther Creek Drive.

Formerly with the Texas Forest Service, Mr. Ross will highlight selecting, planting and caring for trees in an urban setting.

For compact spaces in residential landscapes, Mr. Ross recommends a variety of small to medium trees that add color with flowers, fruit and leaves. “Parsley hawthorne is a great small tree,” he said. Trees that are not messy top his list of desirables.

Mr. Ross shares more tips for selecting, planting and caring for trees at the free program on Thursday, January 14, presented by The Woodlands Township in the L.G.I. Filing for February election continues until January 21
THE WOODLANDS, TEXAS (January 11, 2010) – Filing for Residential Design Review Committee and Village Association offices continues until 5 p.m. January 21, 2010. Filing forms and information can be obtained from The Woodlands Township Web site (www.thewoodlandstownship-tx.gov) or The Woodlands Township Service Center (formerly the Community Associations Building) at 2201 Lake Woodlands Drive. No forms will be accepted after the 5 p.m. deadline on January 21. Specific questions regarding the elections can be directed to Karen Dempsey or Judy Faulkner at 281-210-3800. Filing is open to residents and property owners in The Woodlands, age 18 and over. Some positions require residency and/or property ownership in specific villages and interested individuals should refer to the appropriate Bylaws and Covenants for eligibility requirements.

Freeze warning issued for area
THE WOODLANDS, TEXAS (January 7,2010) The National Weather Service has issued a Winter Storm Warning and Freeze warning which will remain in effect until Sunday morning. Latest forecast guidance is calling for a hard freeze on three consecutive mornings, with Saturday and Sunday mornings looking the coldest. Please take appropriate precautions to protect your pipes, pets and plants.

The Montgomery County Emergency Operations Center is currently monitoring the situation and will provide updates via the Montgomery County Emergency Management Web site at www.MCTXOEM.org and with KSTAR Radio FM 99.7.

For frozen and broken water pipes within a home or on the resident’s side of the water meter, residents should contact a licensed plumber. Township to hold “Passing the Keys” event Thursday, January 7, 2010
THE WOODLANDS, TEXAS (January 5, 2010) – The Woodlands Township Board of Directors will hold a special meeting and ceremony to mark the transition of governance from the Community Associations of The Woodlands to The Woodlands Township. A “Pass the Keys” event will take place at 9 a.m., Thursday, January 7, 2010, at The Woodlands Township Service Center located at 2201 Lake Woodlands Drive.

The Community Associations, including The Woodlands Community Association (WCA), The Woodlands Association (TWA) and The Woodlands Commercial Owners Association (WCOA) all transferred services to The Woodlands Township, which is responsible for many municipal types of services for the residents and businesses of The Woodlands. The Woodlands Township provides services to The Woodlands residents including law enforcement services, fire department, parks and recreation, environmental including waste and recycling, covenant administration, community relations, economic development and more.

“This historic period in time sets the stage for the citizens of The Woodlands to determine future governance,” said Nelda Blair, Chairman of the Board, The Woodlands Township.
