No, neither the County Animal Control Ordinance nor The Woodlands Covenants require that an owner clean up pets. Common sense and courtesy do, though, and most of the residents of The Woodlands are very considerate of their neighbors and make an effort to clean up the deposits that their pets leave behind. |

Yes, the Covenants say that trash cans must be stored out of sight of the street and surrounding properties. Trash cans can be left out at curbside after 6 p.m. the night before trash pick up and must be stored out of view from the street and surrounding property by 8 p.m. the day of pick up. |

No, not really. In The Woodlands, the developer has deliberately designed around the existing natural drainage patterns as much as possible, to preserve the native trees and shrubs. That means that lot-to-lot drainage may occur, and when it does, the best thing to do is make the most of it by planting or maintaining plants that thrive in that condition. A guide to natural landscaping is available by calling 281-210-3973. If you feel adversely impacted by a particular situation, the best thing to do is contact your neighbors directly. Texas law requires that the owners of land ensure that the placement of any improvement or landscaping does not halt or impede the flow of water or redirect it or increase the amount of water flowing off of or onto neighboring land. Enforcement of this requirement is by the neighboring landowners. |

Yes, utility or storage buildings can be approved under certain circumstances that are designed to minimize the potential impact of the building on neighboring lots. If you or your contractor have submitted an application, you will receive written approval back in the mail immediately after it is reviewed and approved. The Woodlands Residential Development Standards are designed to make compliance easy. Some types of improvements are pre-approved under the Standards, some require only a speedy "One-Step" review, and some more complicated projects require the full review of the Residential Design Review Committee for your village. If a written application is required, a written response should generally come your way within a week or 10 days of the application having been submitted. If you haven't heard within that time, give us a call at 281-210-3973 so that we can confirm that the application has been properly received. |

The Woodlands Residential Development Standards are the result of hours and hours of hard work by your elected representatives and other professionals trained in architecture, construction and design. They try to strike a balance between the needs of the individual families, the neighbors, and the neighborhood as a whole, and while they meet most residents' expectations, they may be different than the restrictions you left behind. Check out Section 2.9 of the Standards regarding play structures and give us a call if you see something that you have questions about. If the improvement you see has been approved and does meet the Standards but it does not meet your expectations, your comments will be passed along to your elected representatives and will be taken into consideration the next time the Standards are revised. As with the other Standards, the lighting standard allows for specific lights for specific purposes, under conditions that are designed to impact others as little as possible. The main complaints The Woodlands Township gets concern lights that are appropriate in their design, but that are located or directed so that they shine onto someone else's property or shine into a bedroom window at night. If you want lights, check out Section 2.8 of The Woodlands Residential Development Standards for specifics and keep your neighbor in mind. |

Our deed restrictions require that properties be kept in good order and repair. That includes yard maintenance. If a yard is becoming overgrown, it may mean that the residents have moved out and the new owners were delayed in moving in, or that a lawnmower has broken, and so on. It may also simply be a matter of individual style. In fact, The Woodlands philosophy even encourages "natural yards" with less grass and more forest. Whatever the reason, if the situation is not temporary and once a deed restriction violation has been established, notices are sent to the owner, and if there is not compliance, the Board of Directors can authorize litigation to cure the violation. |

The restrictions that govern our homes require that the homes be used for single family residential purposes, and while The Woodlands Residential Development Standards allow for home businesses, they do so under very limited circumstances that are designed to protect the residential character of the neighborhood. Because the Standards limit signs, advertising with the home address, the area in the home that can be used for business purposes, and otherwise assure that the business is "invisible," the neighborhoods have maintained their value. |

The only pets that are allowed outside are dogs and cats, and only a total of two outside pets are allowed. If you already have a cat, the addition of a puppy to the family should be just fine. Pets are not allowed to run at large. |

In some cases, even though trucks may be able to drive through our neighborhoods, they may not be able to get back and forth to the landfill and recyclery to dump their loads. Generally, Waste Management will resume service as quickly as possible following suspended service. If your service is cancelled due to severe weather, check our Web site for further information. When your regular service day follows the day of suspended service, put your trash out as usual. If it is not picked up that day, follow the procedure for a missed pickup. If service is suspended for more than one day, wait for your next service day and put out extra trash in bags as needed. No extra service tags are required in this case. Occasionally, severe weather follows a holiday schedule when pick up has already been pushed back a day. Trucks may not be able to catch up by Saturday evening. Transition refers to the transition of services and operations of the Community Associations of The Woodlands to The Woodlands Township. |

In the fall of 2007, residents of The Woodlands overwhelmingly voted in favor of expanding the Town Center Improvement District to cover all of The Woodlands, to change the makeup of its Board of Directors to a fully elected board and to authorize the governmental entity to collect an ad valorem property tax. Town Center Improvement District changed its name to The Woodlands Township, and the Community Associations entered into an agreement that would transfer services and operations to the Township. This will create one entity to provide most municipal-type services. Community Associations’ property assessments will be replaced with the ad valorem property tax, which will be tax-deductible on federal tax returns, in 2010. |

and the extra-territorial jurisdictions of the City of Houston. This means that prior to 1999, the City of Houston had the ability to annex The Woodlands with a vote of the Houston City Council. Parts of The Woodlands were also built within the extra-territorial jurisdiction of the City of Conroe. In 1999, an agreement was signed that in essence put a moratorium on the ability for Houston to annex The Woodlands and on the ability for The Woodlands to incorporate until the year 2011. Late last year, The Woodlands Township signed an agreement with the City of Houston, as well as the City of Conroe, that will allow The Woodlands to contribute to projects of regional and mutual benefit (such as better access to the Houston Medical Center or extending the Hardy Toll Road) in exchange for those cities releasing The Woodlands from potential annexation. This agreement gives The Woodlands freedom to determine its future governance once the moratorium agreement expires. Based on legal requirements related to these agreements, the earliest date that an election could be held to determine whether or not The Woodlands residents choose to become a city is May 2014. |

Yes. The Village Associations are non-profit civic organizations that serve the villages in The Woodlands. The Village Associations plan activities and serve as grassroots forums where issues are discussed. All adult residents are members of their village association. The Village Associations are separate and apart from the Community Associations and will continue to serve in their current format, regardless of the transition. Through the transition agreement, the Township has committed to continuing to provide liaisons to the Village Associations as well as election support and funding, although specific details are yet to be determined. |

The new The Woodlands Township Property Tax is included on the county tax statement received in October 2009 from J.R. Moore Jr., Montgomery County Tax Assessor-Collector. The Township property tax, along with the other county taxes, is due January 31, 2010. If you own property in Montgomery County, the Township property tax will be included on the Montgomery County Tax Assessor-Collector annual property tax bill. If you own property in Harris County, the Montgomery County Tax Assessor-Collector will send a separate bill for the Township property tax. |

The Woodlands Township began in 1993 as the Town Center Improvement District (TCID). It was originally created by the Texas legislature as a governmental agency charged with promoting economic development in The Woodlands Town Center, a 1,000-acre business and commerce district. In 2007, the passage of three propositions by voters in The Woodlands expanded the area under TCID’s authority to include The Woodlands’ entire 28,000-acre residential and commercial area. The governmental organization was then renamed The Woodlands Township. That same year, the Township’s Board of Directors also unanimously approved a Regional Participation Agreement (RPA) with the cities of Houston and Conroe, preventing annexation of The Woodlands by the cities of Houston and Conroe, and allowing residents of The Woodlands to determine their own future governance structure. In order to further streamline the delivery of services to residents, services provided through the Community Associations of The Woodlands will transition to The Woodlands Township next January and will be supported by an ad valorem property tax, instead of the homeowner’s association assessment fees. |

The Community Association assessment pays operating costs for the period January 1, 2009, through December 31, 2009. |

The property tax levy in 2009 is expected to replace the Community Association assessments for 2010. The property tax levied by the Township in 2009 will be to support operating costs for the period January 1, 2010 to December 31, 2010. The taxable values are determined and the tax rolls are prepared by the county Appraisal District between January 1 and July 31. Taxes are then levied between August 1 and September 1, based on the preceding January 1 taxable values. Taxes become due on October 1 and are overdue on the following January 31. This schedule is designed so the tax collections are physically received in the late fall of the tax year for expenditure in the following calendar year. Taxing entities in Texas collect in arrears only in the sense that the taxable value is determined on the basis of market value on January 1 of each tax year. |

No. The Woodlands Township Board of Directors discussed a 65 and over exemption at its January 28, 2009, Board Meeting, and determined that it would not be included in the proposed 2010 budget, but may be considered again in the future. |

The Woodlands Township Board of Directors did not approve any optional homestead exemptions. The only applicable homestead exemption is the State-mandatory Veterans exemption which will vary from 25 percent to 100 percent depending on disability rating by the Veteran's Administration. Assessments from the Community Associations of The Woodlands are being replaced by The Woodlands Township’s ad valorem property tax. However, there are a few neighborhood associations in The Woodlands that will continue with a fee. These neighborhoods provide services in addition to and above what The Woodlands Township provides, like front yard service once a week or maybe an extra day of trash collection. Your ad valorem property tax pays for many essential needs in The Woodlands including the fire department, public safety services, parks, pathways, trash collection, economic development and a number of other items. If a property owner was escrowing for annual assessments fees along with their other property taxes through their mortgage company in the past, then this fall of 2009 the mortgage company is receiving one less bill (the association bill) since The Woodlands Township’s property tax is included on the J.R. Moore Jr. property tax bill. It is recommended homeowners call their mortgage company and review their escrow accounts. The associations sent a letter to the mortgage companies (over 1,000 companies) to let them know about the transition, and many of them have spoken with the staff and understand what’s happened. In 2007, The Woodlands Township, including The Village of Creekside Park, entered into an agreement (with Houston) which provides that the City of Houston shall not take any action to annex any part of The Woodlands Township for a term of 50 years. This agreement also provides that on or after May 29, 2014, The Woodlands Township may incorporate as a municipality or adopt an alternate form of local government under Texas State law and upon doing so, will be released from the extraterritorial jurisdiction of the City of Houston. |
