Incorporation Updates

Incorporation Law Enforcement Study
This summer, The Novak Consulting Group will be conducting an analysis to better understand the impacts of incorporation on law enforcement services in The Woodlands. The goal of this study is to provide an estimate for what a City Police Department would  look like under two primary scenarios: fully in-house and a hybrid approach where a majority of services are contracted while meeting the new City’s obligation to have some statutorily mandated offices and ensure the same or better level of service is provided to residents in Harris and Montgomery County. In addition, The Novak Consulting Group will include analysis of benchmark community staffing levels and budgets for law enforcement services, as well as an understanding of the operational impacts of partial contracting, partial in-house law enforcement services. The study will provide cost estimates to inform the Township’s incorporation financial model and support the development of a maximum tax rate, should the Township residents choose to incorporate. The study process has begun and is anticipated to be completed in early fall.
