The Finance Department at The Woodlands Township is responsible for financial planning, policy development, and delivery of professional services in the areas of finance administration, governmental accounting, budgeting, capital assets, procurement, debt management and grant administration.

The Woodlands Township prepares an annual budget and five-year plan to guide financial decisions and set the property tax rate. Budget workshops are held throughout the year to ensure transparency, community input, and responsible planning.

Kellan Shaw

Kellan Shaw, Chief Financial Officer for The Woodlands Township, oversees financial operations, budgeting, audits, and supports key committees. She joined in 2011 and was promoted in 2023. Shaw holds a BBA in Accounting from Sam Houston State University and brings over 17 years of governmental finance experience to the role.

The Finance Department advises the Board and the Chief Executive Officer of the Township in matters of administrative procedure, financial prudence and long-term financial planning, with the goal of minimizing the cost of the portion of governmental function that is not directly serving the taxpayers of the Township.

In addition to its monthly reporting duties, Finance is also responsible for:
