Public Meetings

The Township Secretary's Office is responsible for coordinating public meetings held by The Woodlands Township Board of Directors. This includes preparing and posting meeting agendas, attending meetings, and producing accurate minutes to document actions taken. The office ensures meetings are conducted in compliance with the Texas Open Meetings Act and supports transparency in local governance.

The Woodlands Township encourages residents to attend public meetings to stay informed, hear updates and engage in local decisions. Public comment opportunities allow residents to share input directly with the Board.

Board of Directors Meeting Schedule

The Woodlands Township Board of Directors typically meets on the third Thursday followed by the fourth Wednesday of each month, though dates are subject to change and special meetings may be called as needed.

Agendas & Minutes

Meeting agendas are posted at least 72 hours in advance in accordance with the Texas Open Meetings Act. Minutes are recorded and made available to the public after Board approval.

The Woodlands Township streams most Board of Directors meetings live and makes all meeting videos available on-demand through the Township website. This provides residents with convenient access to public meetings as mandated by the Texas Open Meetings Act.

Public Meeting Guidelines

The following policies regarding Board meetings have been developed to produce the most efficient and effective process for allowing constituents to address the Board.

Public Comments

  • Each person wishing to address the Board must first sign the Speaker’s Roster provided by the Board Secretary.
  • Individuals who wish to make general announcements, address a topic that is not included on the agenda, or address specific agenda items must do so under the “public comments” agenda item at the beginning of the meeting.
  • Individuals will be limited to a total of three (3) minutes regardless of the number of topics. If there are more than 15 speakers signed up for public comment, each speaker will then be limited to two (2) minutes regardless of the number of topics.
  • Individuals who provide and utilize a translator will be limited to a total of six (6) minutes.
  • Speakers will be taken in the order in which they sign up. Speakers cannot yield their time to another speaker on the list.
  • State Law prohibits the Board from formally acting on a specific item or public comment unless it appears on the posted agenda. Therefore, any Board discussion of items not included on the posted agenda is limited to questions for clarification and whether the item should be placed on a future Board agenda.
  • Speakers may express their opinions or viewpoints on an issue but are not permitted to participate in the debate.
  • Speakers will not use profanity.
  • Comments from speakers can be made to the Board as a whole or to an individual director(s).

Prohibitions

  • State Law prohibits the Board from formally acting on a specific item or public comment unless it appears on the posted agenda. Therefore, any Board discussion of items not included on the posted agenda is limited to questions for clarification and whether or not the item should be placed on a future Board agenda.
  • Speaker participation or debate on individual agenda items arising after the public comment session is not permitted unless questions are asked of individuals in the audience by members of the Board of Directors.

Texas Open Meetings Act

Public meetings provide residents with the opportunity to stay informed and engaged in local decision-making. In Texas, these meetings are governed by theTexas Open Meetings Act (Chapter 551, Texas Government Code), which requires governmental bodies like The Woodlands Township Board of Directors to conduct business openly and post meeting notices in advance. This law ensures transparency by requiring that deliberations and actions on public matters occur in sessions that are accessible to the public, except in limited cases such as executive sessions. Public meetings include regular and special meetings, workshops, and public hearings where key issues are discussed, policies are set, and decisions are made that impact the community.
