The Office Township Secretary promotes open and responsive government and service delivery through supporting, facilitating, and strengthening The Woodlands Township's governmental processes.  

The Township Secretary is the local official who along with the department's staff maintains the integrity of the election process, ensures transparency and access to Township records, facilitates the legislative process, and records The Woodlands Township's history. The Township Secretary acts as the compliance officer for federal, state, and local statutes, including the Open Meetings Act, Public Information Act, and Board Policy, and serves as the filing authority for candidate election forms, campaign finance reports, and financial disclosure statements.

Elections

The Township Secretary’s Office is responsible for overseeing and conducting all Township Elections. Board of Director Elections are held in November each year and Residential Elections for the Residential Design Review Committees (RDRC) and Village Associations are held in February each year.

Laure Morgan, TRMC, MMC, CPM, MPA

Laure Morgan serves as the Township Secretary for The Woodlands Township. With extensive experience in municipal government and a strong background in records management, elections, and public meetings she plays a key role in supporting transparency and compliance.

Laure is a Texas Registered Municipal Clerk, a Certified Public Manager, a Master Municipal Clerk and holds an MPA degree.

The Office of the Township Secretary is responsible for: 

  • Serves as the custodian of all official records for The Woodlands Township serves as Records Management Officer, responsible for the Records Management Program
  • Accepts and processes Public Information Requests
  • Manages Township elections as the Chief Election Official:
    • Township Board of Directors Elections - held in November of each year
    • Residential Design and Review Committee and Village Association Elections - held in February of each year
    • Special Elections - as authorized by the Texas Election Code and ordered by the Board of Directors
  • Accepts candidate election forms and reports
  • Plans, organizes, and coordinates the agenda packet and meeting process for the Board of Directors:
    • Ensures compliance with public meeting guidelines
  • Posts agendas, minutes, and public notices for the Board of Directors and other board-appointed committees
  • Maintains the Board of Directors Meeting Schedule and Orders and Resolutions approved by the Board, ensuring that official documents are signed, sealed, and fully executed.
  • Prepares honorary documents and assists with public outreach
  • Govern the Township's seal
  • Maintains property data for properties within the Township boundaries, the Township's property and land use database, easement rights, and documents for park and pathway assets.
