The following is a recap of The Woodlands Township's regularly scheduled Board of Directors meeting. Meeting agendas are posted to the Township website three business days in advance of each meeting. Boardroom Briefings are distributed via email and posted to the Township website within one to two business days following each meeting.
SPECIAL RECOGNITION – Citizen of the Year
During public comment, Heather Ramsey, representing The Woodlands Area Chamber of Commerce, announced that Township Chairman Brad Bailey was selected as the 2026 Community Citizen of the Year. The award recognizes a resident whose leadership has strengthened the area's economic, civic and cultural well-being. After accepting the award, Bailey expressed surprise and gratitude, and credited board members for bringing diverse perspectives and working together to solve community challenges through dialogue and public engagement.
REGULAR AGENDA
TABLED - Award of Bids for Streetscape Maintenance
This item was tabled to be placed on an August agenda. The current Streetscapes Maintenance Services Agreement is set to expire on December 31, 2026. Due to historical changes to the size and scope of this project, the Streetscape Maintenance Program was separated into four packages for this bid process: North, South, Street Sweeping and Tree Care. Chief Operating Officer Chris Nunes plans to present this project to the Board in August.

PUBLIC HEARING - Covenant Administration Permit Fee Waiver
The Board convened and conducted a public hearing regarding proposed amendments to Order No. 005-26 to include a Covenant Administration Permit Fee Waiver Policy. The Covenant Administration Fee Waiver Policy was developed to provide financial relief to property owners who experience substantial casualty incidents or other similar hardships. Under this policy, certain permit fees associated with the repair or replacement of damaged property improvements may be waived. The goal is to support timely recovery efforts while ensuring compliance with all relevant Township standards, covenants, regulations and permitting requirements.
Following the public hearing, the Board reconvened the regular meeting and adopted the modification of Order No. 005-26 to include a Covenant Administration Fee Waiver Policy.

PUBLIC HEARING - Memorials, Artwork and Commemorative Donations
The Board convened and conducted a public hearing regarding proposed revisions to Order No. 002-26, adopting a Policy Related to Memorials, Artwork and Commemorative Donations on Township-owned property. The overall policy has the potential to expand amenities and cultural value with limited fiscal exposure. Township Order No. 002-026, approved in February 2026, provides rules and regulations related to the donation and installation of memorials, plaques, benches, trees and public art on Township-owned property. While these donations enrich community identity, they also raise issues of placement, consistency, maintenance and long-term stewardship.
Following the public hearing, the Board reconvened the regular meeting and adopted the modifications to Order No. 002-26, Adopting a Policy related to Memorials, Artwork and Commemorative Donations on Township-owned Property. Unless otherwise approved by the Board of Directors, the approved term for any public art, commemorative donation, memorial, monument, interpretive element or similar installation shall begin upon the Township's written acceptance of substantial completion and shall not exceed 10 years. Town Center, inclusive of Hughes Landing, shall not exceed five total public art pieces or similar commemorative installations at any one time. Areas outside Town Center shall generally be limited to one piece per Village, unless otherwise approved by the Board. Township legal counsel has reviewed and approved the proposed changes.

One motion with modifications, if applicable, approves for action, all items contained within the Consent Agenda.
