Proclamation Recognizing Alzheimer's Awareness and Brain Health Month
Director Cindy Heiser read a proclamation recognizing July 2026 as Alzheimer's Awareness and Brain Health Month in The Woodlands Township. The proclamation highlighted the impact of Alzheimer's disease on millions of Americans and their families, emphasized the importance of early detection, research and caregiver support and recognized local organizations, including the Mindful Memories Initiative, for their work supporting individuals living with Alzheimer's disease and other brain health conditions. The proclamation encouraged residents to learn the warning signs of Alzheimer's disease, promote brain health and support ongoing research and community resources.

ACCEPTED REPORT – Quarterly Law Enforcement Report
Representatives from the Montgomery County Sheriff's Office, Harris County Precinct 4 Constable's Office and Montgomery County Precinct 3 Constable's Office presented the quarterly law enforcement report. Officials reported that crime trends remained stable with no significant increases in major crime and highlighted several successful multi agency enforcement operations, including the recovery of stolen vehicles, arrests related to organized burglary and catalytic converter theft rings and efforts targeting human trafficking and child exploitation. Law enforcement also warned residents about ongoing phone, text and email scams in which criminals impersonate law enforcement agencies and reiterated that legitimate agencies will never request payment over the phone. Finally, the Board discussed safety related to e-bikes, scooters and other motorized vehicles. The Board unanimously accepted the report.

ACCEPTED REPORT – Respect the Path Educational Campaign Update
Director of Communications LeaAnn Petersen provided the Board with a one-year update on the Respect the Path educational initiative. Since the campaign launched, the Communications Department has produced more than 20 educational videos, developed a variety of print materials, partnered with Neighborhood Services on community events and outreach and coordinated with The Woodlands Fire Department to collect and analyze incident data. Petersen also highlighted the campaign's latest video featuring members of the Board of Directors, which received more than 25,000 views within one day of distribution. The Board unanimously accepted the report.

ACCEPTED REPORT – Financial Report
Chief Financial Officer Kellan Shaw presented the financial report for the period ending June 30, 2026. Year to date revenues totaled $104.4 million, exceeding the budget by $3.67 million, driven primarily by stronger than anticipated sales tax collections, unbudgeted grants and contributions and recreation program revenue. Year to date expenditures totaled $64.9 million, or $6.6 million below budget, primarily due to the timing of law enforcement vehicle and camera purchases, contracted services and personnel vacancies. Sales tax collections remained approximately 2% above budget, while hotel occupancy tax revenues were slightly below budget due to one hotel remaining closed for renovations. The Board unanimously accepted the financial report.

ADOPTED ORDER – Calling the November 3, 2026, Board of Directors Election
Chief Administrative Officer Karen Dempsey presented an order calling the November 3, 2026, Board of Directors election for Positions 1, 2, 3 and 4, each serving two-year terms. The order designates the staff position of Township Secretary as the election agent and authorizes contracts with Harris County to conduct the joint election. The Board unanimously adopted the order calling the election.

APPROVED – Ground Lease Agreement for Public Short Course Golf Complex
Chief Operating Officer Chris Nunes presented a ground lease agreement between The Woodlands Township and Forest Capital Partners, LP, for the development of a public short course golf complex and associated amenities on Township owned property in the South Gosling area. Developed through a public private partnership, the project includes a minimum $12 million private investment and a $2.5 million Township investment in supporting infrastructure. Planned amenities include a lighted nine-hole short course, driving range, practice areas, restaurant and additional recreational amenities. Construction is anticipated to be completed within 30 months, with the facility expected to open in early 2029. The Board unanimously approved the ground lease agreement and authorized the Chief Executive Officer to execute the agreement.
