Proclamation Recognizing The Woodlands High School Women’s Swim and Dive Team’s State Championship
A proclamation, read by Secretary Linda Nelson, recognized The Woodlands High School Lady Highlanders Swim and Dive Team for winning the UIL Class 6A State Championship, marking the program’s 13th state title since 1989. The team earned 212.5 points to secure the championship title at the Lee and Joe Jamail Texas Swimming Center in Austin. The proclamation highlighted standout performances, including multiple relay team silver medals, individual medalists in freestyle and diving, and contributions from all team members. The team is led by Head Coach Jeremy Wade, Diving Coach Kevin Witt and assistant coaches Dylan Venter and Marty Miller. March 19, 2026, was proclaimed Lady Highlanders Swim and Dive Team State Champions Day in The Woodlands, Texas.

REGULAR AGENDA
APPROVED – Renovation of the Waterway Square Fountains
Director of Parks and Recreation John McGowan provided an overview of the Waterway Square Fountain project, noting the fountains’ role as a central feature in Town Center since 2008 and recent system issues impacting functionality. While previous repairs were completed in 2020, the system experienced additional issues in 2023, including loss of music and programming.
Staff requested approval of a task order with the Township’s contracted engineering firm for design, construction documents and construction management services, representing the planning phase of the project. The overall project is budgeted at $3.5 million, with construction bids to be presented to the Board at a later date for consideration.
The Board unanimously approved Task Order 19C with Halff Associates, Inc. in an amount not to exceed $384,942.50 and authorized the President and Chief Executive Officer to execute any necessary documentation as approved by Township legal counsel.

ADOPTED – 2027 Budget Calendar and Amendment to the 2026 Board of Directors Meeting Schedule
Chief Financial Officer Kellan Shaw presented two options for the 2027 Budget calendar and 2026 property tax rate process. Option A would allow for consideration of a tax rate exceeding the voter approval rate but would require earlier decision making before certified property values are available. Option B provides a later schedule, allowing the Board to review certified values and tax rate calculations before making decisions, but does not allow for adopting a rate above the voter approval rate.
The Board unanimously approved Option B with 2027 Budget Workshop Meetings to be held August 17-21, 2026.
