Office of Emergency Management

Harris County Flood Control District

The Harris County Flood Control District (HCFCD) is dedicated to reducing the risk of flooding in Harris County, Texas, through a variety of services and initiatives:

  • Capital Improvement Projects: HCFCD undertakes major projects to enhance stormwater conveyance and storage, including widening bayous and constructing stormwater detention basins. These efforts aim to increase the capacity of waterways and mitigate flooding risks.
  • Maintenance Programs: The district is responsible for the upkeep of approximately 2,500 miles of channels and numerous stormwater detention basins. Regular maintenance activities include mowing, debris removal, and repairing erosion to ensure optimal functionality of the flood control infrastructure.
  • Flood Warning System: HCFCD operates a real-time Flood Warning System that monitors rainfall and stream levels across the county. This system provides critical data to emergency management officials and the public, facilitating timely responses to potential flooding events.
  • Floodplain Management: The district collaborates with local agencies to implement regulations and initiatives aimed at preserving the natural functions of floodplains, thereby reducing flood losses and protecting environmental resources.

Harris County Public Health

Harris County Public Health (HCPH) is dedicated to safeguarding and enhancing the health and well-being of all Harris County residents through a comprehensive range of services and initiatives:

  • Clinical Services: HCPH offers low-cost clinical and preventive health services, including immunizations, chronic disease management, and behavioral health counseling.
  • Environmental Public Health: The Environmental Public Health Division ensures a safe environment by monitoring air and water quality, managing food safety in approximately 8,400 retail food establishments, and addressing pollution concerns.
